Complaint to Chakshu every digital fraud

Tired of spam or fraud calls? File a plaint on Chakshu.

The Department of Telecommunications (DOT) on Monday (05 03 2024) launched Chakshu, a platform for telecom users to report fraud

or spam callers. The facility, available at sancharsaathi.gov.in/sfc, will allow citizens to "proactively report suspected fraud communication", the DoT said in its announcement.

The platform will allow users to report frauds related to bank account, payment wallet, SIM, gas connection, electricity connection, KYC update, expiry, deactivation, im- personation as government official or relative, and sextortion.

The Digital Intelligence Platform was also

launched, which would be a non-public data-sharing resource for "Telecom Service Providers, law enforcement agencies, banks and financial institutions, social media platforms, identity document issuing authorities, and so on", the DoT said.

Information Technology Ashwini Vaishnaw also supported Caller Name Presentation (CNAP), a fea-ture that would allow telecom users who opt for the service to view the registered name of everyone calling them. Telecom firms and some civil socie- ty groups had warned that it would adversely impact

people's privacy rights. Mr. Vaishnawm likened the feature to the right to know who was knocking at the door but added that recommendations favouring CNAP's introduction by the Telecom Regulatory Auth- ority of India would be reviewed in detail before further steps are taken.

 Obituary -M S Swaminathan

Mankombu Sambasivan Swaminathan, popularly known as M.S. Swaminathan, the legendary agricultural scientist and a key architect of the country's Green Revolution, passed away at his residence in Chennai on Thursday (28-09-2023), following age-related issues. He was 98. He and his wife and three daughters are also doyens of their field of expertise.

His Research Foundation (MSSRF) at Taramani guided us in environmental issues at Manali whenever we approached them in the past decade.

In his demise nation has lost  an evergreen scientist.

Ayyan app in 5 languages set to help Sabarimala pilgrims

 Ayyan app in 5 languages set to help Sabarimala pilgrims.

In order to help devotees visiting the Sabarimala Ayyappa temple navigate the forest routes, the Forest Department on Thursday unveiled a mobile app 'Ayyan'. Developed by the Periyar Wildlife Sanctuary West division, the app provides information on all aspects of the pilgrimage, including the services available at Pampa and the Sannidhanam routes. The app, which can be installed from the Google Play Store, is available in five languages: Malayalam, Tamil, Kannada, Telugu and Hindi.

(SYMA), a Triplicane-based social

organisation, is pegged at 2.

Anyone can walk in for a general

consultation with a doctor; and the

medicines come free of cost.

For an appointment with an ENT doctor, an orthopaedician, neurologist and a psychologist, an appointment should be booked in advance; and a specialist consultation fee of 100 is charged.

SYMA also runs a laboratory (currently tied with Neuberg Diagnostics) for testing.

The lab is open from 7 a.m. to 4 p.m.

Physiotherapy rate is 100 and an

eye clinic managed by Pammal

Sankara Eye Hospital charges 50.

The centre periodically runs health

camps.

Initiated by Dr K Sridhar in the mid-80s, this free evening clinic on the premises of Sri Ratnagiriswarar Temple in Besant Nagar was established to help the underprivileged. A consultation fee of 2 was charged, and it came with free supply

of medicines that will stay for two days. The local community helps oversee the day-to-day activities at the clinic, including opening the facility on time and keeping it clean.

The consultation fee is now *5. "From Monday to Saturday, the clinic is open from 4 p.m. to 6 p.m. and we get an average of 20 patients every day," says Dr Sridhar. "Depending on the need, the

general physician refers patients to consultants at their clinic who offer free service."

Dr Sridhar was instrumental in starting similar community-based health care clinics in Triplicane, Thiruvanmiyur, Sriram Nagar and Mylapore, all of which are being run independently now.

and on a Sunday, the work time is ex-

free for all but medicines are given

free of cost only to the underprivileged," says Dr A Sivasubramanian, medical convenor.

While the clinic at Ambattur screens patients on the second and fourth Sunday, the one at Raja Annamalaipuram opens on the fourth Sunday. At both clinics, free blood glucose testing, consultation and medicines are offered. A team of diabetologist, eye consultant, dietitian and fitness trainers are available for consultation.

addition, this facility in Ambattur Industrial Estate has a cerebral palsy (CP) rehabilitation centre that does not charge any fee for treatment involving children

with CP and other musculoskeletal disabilities.

The centre is equipped with state-of-the-art equipment including thera suits, hydrotherapy pool, neuromuscular electrical stimulation apparatus and

body weight supported treadmill. It has a team of physiotherapists. An average of 20 children attend the rehab programme on weekdays, this number is much more during weekends.

Readers, especially in Kerala, are quite baffled to read about Ministers in the

Kerala government going abroad on study tours! The State is deep in the red as

far as finances are concerned, with no money to pay even Kerala State

Road Transport Corporation staff. One has not come across governments in other States, both near and far, sending their Ministers on 'study tours' on some

pretext or other. The ruling party is supposed to be the poor man's party. Are notcsuch tours an additional financial burden?

Navaratri - explained

The real aim of these Navratri days is to welcome Saraswati Vani, Lakshmi and all victories to oneself.

Spirituality and innovation rule and conquer the world. Each person needs to increase their self-confidence to be able to spread innovative ideas. Most people are thinking about how to increase their self-esteem. Everyone wants to capture the attention of the world with different thoughts. Thus the Rig Veda says that those who want to contribute innovative creative thoughts to the world should become divine. The Vedas mean that one should cultivate the divine qualities in oneself in order to be first in whatever one deals with. The ancient clergy found and put forward various answers as to how to awaken these divine qualities. One of them is Navratri celebrations and Vijaya Dashami. This is one of the mysterious ways in which the ancient masters set out to awaken the spirit and the creative genius that is truly inherent in him. Therefore, during Navratri, we can take part in worship programs to bring out all the creative talents that inhabit each of us, be it music, art, dance or painting. Each person had precise ritualistic plans to bring out the dormant genius. There were teachers who were careful that each person was not marginalized anywhere. Each person became an ascetic according to their instructions. The sages were not the only ones who taught the sciences. Narada, who taught music, Vatsyayanan, who taught Kama Shastra, and Bharathan, who composed Natyashastra, were included in the Rishi series.

 To this day, there is something that carries the link of that series. One such link is the Navratri celebrations we celebrate for the first nine days of early autumn and the subsequent Vijayadasami. During the ten days from the first to the ninth day of the new moon in the virgin month, we perform penance to drain the various handfuls of wisdom from us.

 Even penance is part of the celebration. Because if we study the Rig Veda, we will understand that spirituality does not negate materiality. The Vedas are an inexhaustible source of knowledge. And that is what we got from the Supreme Guru, Ishwar. Ishwar is also known as Jupiter as it was given to us by Vedavani. The Vedas say that the first thing man got was Vani. That van has all the ingredients. That Vedic Vani also has material properties. The same scripture tells us how to live. The real concept of Navratri is to invoke the commercial power of the Mother of the Vedas.

 That is why it is said in the Rig Veda that Lakshmi, the eternal bride, dwells in the Vedas, which are rich in knowledge (Bhadraisham Lakshmi Nihitadhi Vachi- ഋ: 10/71/2). Thus the real aim of these Navratri days is to welcome Saraswati Vani, Lakshmi and all victories to oneself.

യജുർവേദത്തിലെ അഞ്ചാം അദ്ധ്യായത്തിൽ വരുന്ന ഈ മന്ത്രത്തിന്റെ ദേവത 'വാക്' ആണ്. ഋഷി ഗോതമനും. വേദവാണി സമസ്ത തിന്മകളെയും ഹിംസിക്കുന്നവളാകയാൽ 'സിംഹി' യാകുന്നു. സിoഹാസനസ്ഥയായ ഭഗവതി വേദവാണിതന്നെയാകുന്നു. ലളിതാ സഹസ്രനാമത്തിൽ 'സിംഹാസനേശ്വരി' എന്ന് വിളിക്കുന്നതും ഇതുകൊണ്ടുതന്നെ. ദുർഗ്ഗയുടെ വാഹനവും സിംഹം തന്നെ. 'ഹിനസ്തി ദോഷാൻ' എന്നും 'സിംഹ' ശബ്ദത്തിനർത്ഥം  പറയാം. അതായത് സമസ്ത ജ്ഞാനങ്ങളെയും പകർന്നു നകുന്നവളുമാണ് സിംഹാസനേശ്വരി. ജ്ഞാനം പകർന്നു തന്ന് കാമം, ക്രോധം, ലോഭം മുതലായ ശത്രുക്കളെ പരാജയപ്പെടുത്താൻ വേദ ഭഗവതി നമ്മെ സഹായിക്കുന്നു. ഇങ്ങനെ സിംഹത്തിന്റെയും സപത്നസാഹിയുടെയും സ്വഭാവഗുണങ്ങൾ ഒരു സാധായകനിൽ വന്നു ചേരുമ്പോൾ ദേവന്മാർക്ക് പോലും സാമർഥ്യം നൽകുന്നവളായി തീരും. ദേവന്മാരുടെ എല്ലാം ആയുധങ്ങൾ വേദവാണിക്കു നൽകിയിരിക്കുന്നു എന്ന് പുരാണം പറയാൻ കാരണം ഇതാണ്. ശരീരത്തിലെ ഇന്ദ്രിയങ്ങളും പ്രാണികളും ദേവതകളാണ്. ഈ ദേവതകൾ തങ്ങളുടെ ശക്തി ഉപാസകന് നൽകുന്നത് വേദവാണിയുടെ സഹായത്താലാണ്. വേദവാണിയുടെ അഗ്നിയും ബലവാനും ഉപാസകനിൽ അന്തർലീനമായ വിശേഷശക്തികളെ ഉണർത്തുന്നു. കാമ ക്രോധാദികളെ ഹനിക്കുന്നതിന് സാധകന് ശക്തി നൽകുന്നത് ജ്ഞാനമാണ്. ആ ശക്തിയാണ് സിംഹാസനേശ്വരിയായ വേദ ഭഗവതി. ആ ഭവതി സാധകനെ സുശോഭിതനും അലങ്കാര പൂർണ്ണനുമാക്കുന്നു. തിന്മകളെ ഹിംസിച്ചു നമ്മെ അസുരശക്തികളിൽ നിന്ന് രക്ഷിച്ചു നിർത്തുന്ന ദുർഗ്ഗയായി വാഗ്ദേവി നമ്മെ കൂടുതൽ ബലശാലികളാക്കുന്നു.

പുലർച്ചെ അഞ്ചുമണി മുതൽ രാത്രി ഒൻപത് വരെ പൂജയ്ക്ക് വേണ്ടിയുള്ള ചെറിയ ഇടവേളകൾ ഒഴിച്ചാൽ ഭക്തർക്ക് എല്ലാ സമയത്തും ദർശനം സാധ്യമാണ്. ഉച്ചയ്ക്ക് ഒന്നരമണിക്കൂർ മാത്രമാണ് നട അടക്കുന്നത്. അഞ്ചു മണിക്ക് നിർമ്മാല്യദർശനമാണ് ആദ്യത്തെ ചടങ്ങ്. അതിനുശേഷം സ്വയംഭൂലിംഗത്തിൽ അഭിഷേകം. പഞ്ചലോഹവിഗ്രഹത്തിൽ അഭിഷേകങ്ങൾ നടത്താറില്ല. അഞ്ചരയോടെ ഒരു നാളികേരം ഉപയോഗിച്ചുള്ള ഗണപതിഹോമം തുടങ്ങുന്നു. രാവിലെ ആറരയ്ക്ക് ഉഷഃപൂജ. ദന്തധാവനപൂജ എന്നാണ് ഇവിടെ ഉഷഃപൂജ അറിയപ്പെടുന്നത്. ദേവി പല്ലുതേയ്ക്കുന്ന സങ്കല്പത്തിൽ നടത്തുന്ന പൂജയായതുകൊണ്ടാണ് ഈ പേരുവന്നത്. ഏഴേകാലിന് ദന്തധാവന മംഗളാരതിയും ഏഴരയ്ക്ക് പഞ്ചാമൃതാഭിഷേകവും നടത്തുന്നു. ഏഴേമുക്കാലിന് ദേവിയ്ക്ക് നിവേദ്യമാണ്. തുടർന്ന് എട്ടുമണിയോടെ എതിരേറ്റുപൂജയും അതിനുശേഷം ഉഷഃശീവേലിയും നടത്തപ്പെടുന്നു. ക്ഷേത്രത്തിൽ ആനകളുണ്ടെങ്കിലും ശീവേലി നടത്തുന്നത് ആനപ്പുറത്തേറിയല്ല. ശീവേലിബിംബം തലയിലേറ്റിയാണ് ഇവിടെ എഴുന്നള്ളിയ്ക്കുന്നത്. പതിനൊന്നരയ്ക്ക് ഉച്ചപ്പൂജയും പന്ത്രണ്ടരയ്ക്ക് ഉച്ചശീവേലിയും നടത്തി ഉച്ചയ്ക്ക് ഒന്നരയോടെ നടയടയ്ക്കുന്നു.

ഉച്ചതിരിഞ്ഞ് മൂന്നുമണിയ്ക്ക് നട വീണ്ടും തുറക്കുന്നു. മൂന്ന് മുതൽ വൈകുന്നേരം ആറരവരെ ഭക്തർക്ക് ദർശനത്തിന് വേണ്ടിയുള്ള സമയമാണ്. തിരക്ക് കുറച്ചു സൗകര്യപ്രദമായി ദർശനം നടത്താൻ വേണ്ടിയാണ് ഇത്തരമൊരു സംവിധാനം. സന്ധ്യയ്ക്ക് സൂര്യാസ്തമായത്തോടനുബന്ധിച്ച് മഹാദീപാരാധന. പ്രദോഷപൂജ എന്നാണ് ഇവിടെ ദീപാരാധന അറിയപ്പെടുന്നത്. ഈ പൂജയോടനുബന്ധിച്ച് പഞ്ചാമൃതാഭിഷേകവും പതിവാണ്. തുടർന്ന് രാത്രി ഏഴുമണിയ്ക്ക് നിവേദ്യവും ഏഴേകാലിന് അത്താഴപ്പൂജയും നടത്തുന്നു. അത്താഴപ്പൂജയോടനുബന്ധിച്ചുള്ള മംഗളാരതിയ്ക്ക് സലാം മംഗളാരതി എന്നാണ് പേര്. ഒരിയ്ക്കൽ ഈ മംഗളാരതിയുടെ സമയത്ത് ക്ഷേത്രത്തിനടുത്തുകൂടെ കടന്നുപോയ ടിപ്പു സുൽത്താൻ ഈ കാഴ്ച കണ്ട് സ്തബ്ധനാകുകയും ഇസ്ലാമിക രീതിയിൽ സലാം പറയുകയും ചെയ്തു എന്ന കഥയെ ആസ്പദമാക്കിയാണ് ഈ പേര് പറയപ്പെടുന്നത്. അത്താഴപ്പൂജ കഴിഞ്ഞാൽ ഉപദേവതകൾക്കുള്ള പൂജകളാണ്. തുടർന്ന് എട്ടുമണിയോടെ ഇവർക്കുള്ള നിവേദ്യവും ദീപാരാധനയും. എട്ടേകാലിന് അത്താഴശീവേലി തുടങ്ങുന്നു. ഈയവസരത്തിൽ ദേവീവിഗ്രഹം സരസ്വതീമണ്ഡപത്തിൽ എഴുന്നള്ളിച്ചുകൊണ്ടുവരുന്ന ചടങ്ങുമുണ്ട്. അതിപ്രധാനമാണ് ഈ ചടങ്ങ്. ഈ സമയത്ത് അവിലും നാളികേരവുമാണ് നിവേദ്യങ്ങളായി ഭഗവതിയ്ക്ക് സമർപ്പിയ്ക്കുന്നത്. വിദ്യാഭിവൃദ്ധി ആഗ്രഹിയ്ക്കുന്നവർക്ക് ഈ ദർശനം അതിവിശേഷമായി കണക്കാക്കപ്പെടുന്നു. നിവേദ്യത്തിനുശേഷം വിശേഷാൽ പൂജയും മംഗളാരതിയും നടത്തുന്നു. ഈ സമയത്ത് എല്ലാ വാദ്യോപകരണങ്ങളും അകമ്പടിയായി വായിയ്ക്കുന്നു. ഇവയ്ക്കൊപ്പം ഭക്തരുടെ നാമജപവുമുണ്ടാകും. ഈ ചടങ്ങ് കഴിഞ്ഞാൽ ദേവിയെ ശ്രീകോവിലിലേയ്ക്ക് തിരിച്ചെഴുന്നള്ളിയ്ക്കുന്നു. തുടർന്ന് ഒമ്പതുമണിയോടെ ദേവിയുടെ പ്രധാന നിവേദ്യമായ കഷായതീർത്ഥം നേദിയ്ക്കുന്നു. ഇതിനോടനുബന്ധിച്ചും ഒരു പൂജയുണ്ട്. അത് പൂർത്തിയാകുന്നതോടെ ക്ഷേത്രനട വീണ്ടും അടയ്ക്കുന്നു.

സാധാരണ ദിവസങ്ങളിലെ പൂജാക്രമങ്ങളാണ് മേൽ സൂചിപ്പിച്ചത്. വിശേഷദിവസങ്ങളിലും (ഉദാ: കൊടിയേറ്റുത്സവം, നവരാത്രി, മൂകാംബികാ ജന്മാഷ്ടമി) ഉദയാസ്തമനപൂജയുള്ള ദിവസങ്ങളിലും ഗ്രഹണദിവസങ്ങളിലും പൂജകൾക്ക് മാറ്റം വരും. മഹാനവമിനാളിൽ രാത്രി എല്ലാ ഭക്തരും തൊഴുതിറങ്ങിയശേഷമേ നടയടയ്ക്കൂ.

Tambaram is now city municipal corporation.

Civic amenities expected to get a boost, 

The Governor has promulgated an Ordinance to establish the Tambaram City

Municipal Corporation in Chennai. Tambaram City Municipal Corporation will include the municipalities of Pallavapuram (Pallavaram), Pammal, Anakaputhur and Sembakkam and the town panchayats of Chitlapakkam, Madambakkam, Perunga-

luthur, Peerkangaranai and Tiruneermalai. The Ordinance said these municipalities and town panchayats located south of

Chennai city were urbanising rapidly and they were contiguous. “Further, there

is a need to upgrade the civic infrastructure such as street lights, water supply, sewerage, solid waste management and roads in these localities, in order to fulfil the aspirations of the people.” Better administrative structure, human resources and integrated planning were required to address these issues. "Hence, consolidation of these local bodies into a single larger urban local body, namely, City Municipal Corporation is considered to be essential. Besides offering an appropriate administrative set up, it will help in optimising the resources for effective delivery of services to the general public.” The Ordinance also referred to an announcement made by Minister for Municipal Administration in the Assembly to form the Tambaram City Municipal Corporation.

“Accordingly, for the constitution and administration of Tambaram City Municipal Corporation, the government has decided to undertake a legislation adapting the provisions of the Coimbatore City Municipal Corporation Act, 1981 (Tamil Nadu Act 25 of 1981), with such modifications as are necessary," it said.

A Mayor, a council, a standing committee, a wards committee and a commissioner would be the municipal authorities of the Municipal Corporation. The Tamil Nadu DistrictMunicipalities Act, 1920 would cease to apply to the local area comprised within Tambaram with effect on and from the date of the commencement of the

ordinance.

Until a new Special Officer was appointed by the government, the Special Officer of the municipality would be deemed to be the Special Officer of the corporation. The Special Officer wouldvhold office until the day thevfirst meeting of the council isbheld after ordinary elections to the corporation.

On Thursday China ordered broadcasters to stop reality talent programmes and promote more masculine representations

of men, in a wide-ranging crack- down on "immoral” pop culture Beijing believes is leading young people astray.

Talent shows that put hundreds of aspiring young performers through rigorous boot camps and subject them to public votes have become massively popular in China, sparking criticism over obsessive fans and poor role models.

“Broadcast and TV institutions must not screen idol development programmes or variety shows and reality shows,” China's broadcast regulator, the National Radio and Television Administration said.

The regulator ordered broadcasters to resist "abnormal aesthetics” such as “sissy” men, “vulgar influencers”, stars' inflated pay and performers with “lapsed morals".

Faced with falling birth rates, Chinese authorities have tried to instil traditional masculine values in the youth by ramping up gym classes and criticising male entertainers who model the effeminate looks of Korean pop idols. Instead, broadcasters were urged to “strongly promote outstanding traditional Chinese culture... and advanced socialist culture."

Popular Chinese blogger Feng Xiaoyi had his account suspended by Douyin - China's version of TikTok - last week for “promoting unhealthy values”, after some users complained about his “sissy” videos.
